I don't know what you mean by getting one of the parts to the c slider in town4 but to get to town4 you should have recived a townkey from an official in the netopia area.

The second part for the c-slider is in town area 3:
You enter from the secret path in park area1, hiding under the far platform it costs 3000z
The last part is in yumland area: a navi hiding under a slopr it costs 4000z
