I have Rick's and Gray's heart at RED, and Doctor's heart at RED only recently... While Cliff at ORANGE.. Can somebody tell me why can't I activate the BLUE heart event with Cliff? (the one which he will give me an item).. Does it have something to do with the other bachelor's heart levels??? I can't also activate the Doctor's orange heart event... Please spare me some answers asap

You activate Cliff's blue heart event after telling him about a job at the winery. The event will be activated after the 15th of Fall, after hes gotten the job. If you mean yellow heart event for the Doctor then try going to the clinic the Summer of the second year on a Monday.
