How do you get a fishing rod / fishing pole? Are those two the same thing?

They're the same thing. Try visiting Won's shop during the day. I'm not completely sure about the weather conditions (it was sunny when I got mine) or time (I got mine in the Fall) but the one who gives it to you is Zack, so try visiting before he leaves to pick up your shipment. There are some really great FAQ/Walkthroughs out there for this game, just so you know. :)
