Why in my third year in playing the game I cannot buy an animal or a thing?

The people who sell you the stuff might not like you enough so rais ethere realationships and make sure that you have the money.
If you're not married yet that may be the reason or it's just a messed up part of the game like how on some floors when you mine won't have stairs it may be like that.
Some players experience this glitch late in the game, sometimes 3rd or 4th year, like yourself. It is where that, no matter how much money you have and no matter how much the people like you, you can't buy ANYTHING, even if the shop is open. It just won't give you the option to view and to buy. There is, so far, no way to fix this and it usually ends around the 9th of Winter.
