You need the cloak ball. You can get this from Babi, the ruler of Tolbi. Ask him for it after you save him, and he will give it to you. Then go into the cave west of Lunpa. There you need to go to the gate and use frost on the puddle. This will make the gate rise. Then follow the cave through and you will be in Lunpa. The cloak ball will only work when you are standing in the shadows... Even outside so that's how you get past the guards at the front of Dodonpa's cave house. Then inside the caves, you must use the cloak ball to avoid some of the guards... But some of them you will actually have to battle.
