Ocean Seal

I recently started the game over so I could play on hard mode. Now, I am on chapter 9-the one where you choose Erika or Ephraim to go with- I normally always picked Ephraim so I know on that level you get an ocean seal in the chest. But on Erika's quest I don't know where or when you get it. What level do you get the Ocean Seal on Erika's quest? Thanks!

An enemy pirate drops one on chapter 9. I'm not sure if one drops one on hard mode though.

You get it from one of the pirates on the water the one nearest to you
