When I went to the desert to go to the Citadel of Trials it will not let me in so I want to know how to get inside.

You have to talk to the dragon king first on the dragon isles
You honestly don't need to talk to the king of dragons to enter the Citadel of Trials. The airship is also optional, although you'll need it after you get the rat's tail. As long as you have the canoe and the ship, you can enter the citadel by landing the ship at the river just outside to proceed.
