Can somebody please tell me the tecnique of finishing the level in chapter 8: janemba. The level in which we have to find vegeta in H.F.I.L. I do not want any answer that says, "Use a cheat," because I don't want to.

All you have to do is be persistent and keep on defeating the evil spirits. Soon, you'll level up and Recover yor HP. And in this manner, you'll find Vegeta.
Keep fighting evil spirits but to make it easier on yourself use weights eg/100 kilotons or 100 kiloton boots.it took me around 30 mins just to level him up to what I wanted.
