Hes in H.F.I.L, you need to go find vegeta first, that can be a little arduous, and then if I remember correctly, you need to level either vegeta or goku up a reasonable amount, the number 140 sounds right, it's been a while, the only thing I don't remember for certain is the level vegeta needs to be to break his door in H.F.I.L
And when you find vegeta you go the way you came from and there should be a door door that says 140. I would recommend that you level up both goku and vegeta. That way you progress easier in the game
You have to find vegeta in H.F.I.L then go back where you came from then go the other instead of the way you just came back from you have to be level 100 to break the door
