You need to make sure you hvae a water pokemon in your team,unless your team is really strong you will easily be beaten. If you did not choose Squirtle as your starter pokemon be sure to catch a Poliwag and evolve it into Poliwhirl,then use a Waterstone to evolve it into Poliwrath.

Blaine's strongest pokemon is definately Arcanine. You must make sure even your water pokemon has high levels to beat this one. If not get a few max revives. It gets even more frustrating when Blaine uses a Hyper potion on Arcanine. Just be patient and make sure you keep your pokemon in good health. then you should beat Blaine without too much trouble.
