Remember the event in the safari zone where you will need to find the gold teeth(if I am not wrong). Find the golden teeth and give to the safari zone leader and he will give you the hm3 surf. And ps you CANT do it in a attempt you will need many attempts,luck and patience.

The safari zone master gives you strenght which lets you get the surf tm from the house in fuchshia city

you get surf from the guard by presing start up in the safari zone

Surf is ONLY obtainable by finding the Secret House in the safari zone. It WILL take multiple times of going through the frustratingly long place to memorize the paths and get to it. Anyone who tells you "it's in a house in Fuschia City." is giving incompete answers. Anyone claiming that anyone else in Fuschia other than the guard in the Secret House gives you the HM is full of it.
