Can someone help me find how to get the poke flute and the thing to identify the ghosts in the Pokemon tower in Lavender town.

Go to Celadon City and beat the Rockets out of the Game Corner. Once you beat Giovhanni he will drop the Silph Scope which you use to identify the ghost. Once you beat the ghost go upstairs and beat the Rockets. Talk to the old man once you've done so. He'll give you the pok� flute.

To get the Silph scope you need to defeat Giovanni in Celadon city. Then you go to Lavender town and rescue mr. Fuji at the Pokemon tower.
