Well you battle him? There are invisible walls in the gym, you need to look closely for the gaps between the invisible walls to get to him. I recommend you to have Pokemon with some psychic or ground attacks because they're supereffective vs Poison types.

If you ended up capturing the high level (around 29) Dugtrio in Diglett Cave while you were in Vermilion, this battle should be a breeze as long as you also have a well rounded and evenly trained team to surround the Dugtrio. Dugtrio is good against the 3 Venonats using dig, but you will need the other Pokemon in your party to take down Venomoth.
