I assume you are talking about the Cinnibar Island Gym here. You need to traverse through the Cinnibar Mansion to find the Gym Key. Once you have found that, you should be able to access the gym.

You go to the burned mansion next to the locked Pokemon league go to the end and go up work your way through till you see an area where you can decide to either drop to the left or the right drop off the left walk around and you'll find a poke ball get and use Diglett to dig out now go up to the Pokemon league and you'll get in.
