I need help.
 
 I need psyduck, and yes I know that you use the super rod to get it.
 
 However, I tried the super rod in every city, and anywhere there is water, and I still couldn't get it.
 
 My question is what city, route, or place do you have to go to so that when you use a super rod you can catch a psyduck?

It's really not in a city, but in the Safari Zone which is at the top of Fuscia City. Go to a stream and use your super rod. You can get a Krabby, Dratini, and Psyduck, and even other pokemon. So go to Safari Zone for these pokemon. Oh yea, Pinser, Syther, Khangaskan, and Chansey can be found here as well.

Ok, for your answer:

Psyduck is located in Route 6, which is the route above Vermillion City. Also you need to Surf in the patch of water there. I tested this on my Pokemon Yellow Special Pikachu Edition before I posted this. If you can't find one then maybe you can trade from a friend that has Silver Version.

Go above Vermillion City and use surf in the water there and you will eventually find it.

No, you don't need super rod to get it.

Right above Vermillion city there is a pond.

Surf on it.

You should find it but it is at lv.15.
