You get Flash off of one of Prof. Oak's AIDEs. The one you need to find is by going through DIflett's cave from Vermillion and going South and you should come across a building (not the small house) and he will be in there.

You can get HM5 from Professor Oak's helper. Go to Vermillion City, and head east till you are in front of a small cave, go in there, and head through the cave till you out on the other side. Then go down the path, through all the houses, and talk to all the people that look like scientists. Professor Oaks' Aide will give you the HM flash if you have over 5 different kinds of pokemon.

Prof.oaks helper gives it to you if you have 5 caught poekmon in your pokedex.he can be located by digletts cave(peweter city)

You get flash from one of prof oaks aids. He gives it do you on the other end of diglett cave. You need to have caught 10 Pokemon to get it.
