He is in viridan city and he will only appear when you defeat the rockets in the cliph scope. You get tm called fissure when you win him.

He's in Viridian City, the second (due to Pallet Town) city you go to in the game.
You find him in his gym by stepping on the panels that'll move you to him.

You have to go back to viridain city and make sure you have the secert key to open up the gym
