Just go near to the bush. Select the Pokemon that has this move cut to cut away the bushes.

You need to "help" the captain of the SS Anne first and then he'll give you the Hm CUT.

Well if you got the hm "cut" from the ss ane you just have to teach it to a Pokemon,then select cut from the menu and the grass should be trimmed down

The Hm of Cut can be found by going abourd the S.S.Anne and talking to the captain after fighting Gary.
