Pikablu is indeed just a myth. It was a false rumour of Marill's English name.

Yes you can it but not very sure how to get it because I havent been playing this game for ages.

Oh sorry you can only get sqirtle and bulbasaur but not pikablu because I havent heard of it before.

It is a myth and you need to Trade the two Pokemon from a other game

Pikablu is a Myth

With a happy Pikachu go to the building next to the Poke'mon Center in Cerulean. Talk to the girl to get Bulbasaur

Beat Lt. Surge and talk to the officer in the center of the town.

You get Bulbasaur by raising Pikachu's level to 25 and making it happy.
To get Squirtle just beat Lt. Surge (Gym Leader) and talkt to Officer Jenny in the middle of the town/city.

Pikablu is japinese for Pikachu

Pikablu doesnt exist on any english versin of Pokemon yellow/

Squitle yo uget after beating the thrid gym
Bulbasuar you get after you make your Pikachu really happy

Yes, But It's not what you think, They are glitch Pokemon. Like Missingno, they either screw up your game when caught or turn into Rhydon..

I have two Pikablue one hybridized with a Charmander and the other Pidgey. No it looks nothing like a blue Pikachu. It's classed as a fighting type. And learns strange moves like pay day...

Technically speaking you CAN get a Blue Pikachu--if you make a hybrid of it and Lapras using a glitch in the game known as "Q" if you teach the lapras surf before you exploit the glitch, you'll also have a surfing Pikachu.

Pikablu is a myth based off the G/S Pokemon Marill. The closest thing to "Pikablu" would be using a cheating device to catch the Pokemon using hex code 183, but it would most likely be a volatile glitch Pokemon that will cause some game troubles.

Squirtle can be found by talking to Officer Jenny in Vermilion City after beating Lt. Surge.

Bulbasaur can be found in a house after beating Misty, but Pikachu has to be happy enough to recieve him.

You can also Trade to recieve Bulbasaur and Squirtle.

I have to pikablue. They are really cute but, also really powerful. One of them is suspected to evolve soon. I am trying to get the baby pikablue too. Anyway, I don't remember how I got them but, if you get one your in for a treat.

For all I know pikablu is a myth or is a different name for marill. You can get charmander past nugget bridge on a cliff. You can get squirtle from the vermillion police after beating the vermillion gym, lieutenant surge.
