Question for Pokemon Gold

I have all 8 Johto badges but only have 7 kanto badges. Where is the 8th leader is it ash or champ and where is he?

I think you're talking about blue, he's in cinnabar island looking at the eruption of the volcano.

Talk to him and he says he's not in the mood to battle, but go to the gym, he'll be there.

It's probably at the Viridian Gym, where you have to battle Blue to obtain the 8th badge.

If Blue isn't there, go to Cinnebar and go to the northern-most point.

Talk to him. Then go to Viridian Gym and win the 8th badge.
