What level does Gastly learn Mean Look?

I don't know for ghastly but I can help with the legends.You know how when your walking sometimes the screen freezes for a split second? Well that's when you walk to a new area.Every time you enter a new area the location of the legends change .As soon as you enter the new area check your DEX to see if one is in your area.Keep walking back and forth walk through that spot and keep checking your dex every pass.If it isn't in your area after 15-20 times fly to the Pokemon center nearest to you and start over.Eventually you will get them

Ok, always make sure your ready because you will run into them again I had Entei, and just caught Raikou then was about to catch Suicine in my Gold but my gameboy died... Just be ready and strong but not too strong.

Ghastly will learn Mean Look at level 8, or whenever you want if you visit the Move Tutor, who can be found in a little house just down from the Pokemon Center in Blackthorn City... But it comes at a price. The tutor will only let your Pokemon learn a move if you give him a Heart Scale in exchange
