You find it next to the power plant in kanto.

You can find Electabuzz in Cerulean City, down near the power plant.

Before you enter the door, there is a patch of grass.

Walk around and you can find Electabuzz.

Surf to the Power Plant on Route 10. Near the building you'll see a patch of grass.

You'll find Electabuzz there occasionally.

You can find it easier at night.

In route 10 before entering the Cerulean city there is a small patch of grass and if you walk around in it for a moment you will find him.
