I believe you have to beat every other gym leader for him to move. It's been a while since it happened to me, but I'm pretty sure that's what you need to do.
Dude, you need to beat team rocket in goldenrod radio tower first.
Have you forced the Rockets out of the Goldenrod Radio Tower?
Because the UnKnown monsters are there and you got to beat the 1st gym, then get an egg.
When you beat Price in Mahogany Town Prof. Elm will ring you and start to tell you about something about the Goldenrod Radio Station. So if you fly there you'll find that the Rockets have taken control of the Radio Station. If you beat them you will then find that the Blackthorn Gym is accessible.
