Do I need the fire stone to evolve vulpix? If not what level does she evolve?
 
 Do I need anything to help evvee evolve ( like a stone)? I know I need to give it haircuts. When she evolves can I choose which Pokemon for it to be?

2-there are 5 ways you can evolve eevee.
1-friendship at day=Espeon
2-friendship at night=Umbreon
3-Fire Stone=Flareon
4-Water Stone=Vaporeon
5-Thunder Stone=Jolteon

Yes you need a firestone.
Well you can pick from five different evolutions: Vaporeon (water stone), Flareon (fire stone), Jolteon (thunder stone), Umbreon (night) and Espeon (day).

Thunderstone=Jolteon
Firestone=Flareon
Waterstone=Vaporeon
Nighttime normal Evolution=Umbreon
Daytime normal Evolution=Espeon

Yes you do need a fire stone and it evolvs into a ninetails.

Eevee
Fire stone:flaron
Water stone:vaporon
Thunder stone:jolton(spelling)
Leaf stone:no effect
Moon stone:no effect
Sun stone:no effect
How to get espon/umbron(spelling)
Battle and get a lot of hair cuts and use non-bitter items in the day for espon, same at night for umbron(spelling)

Yes, you need a firestone to evolve vulpix into a ninetales...there is no other way. At least you can get ONE of each (thunder,water,fire,leaf,ever) in Cerulean City in Kanto, when you talk to Bills Grandpa. For eevee to evolve into a Jolteon,Flareon, or Vaporeon, you need the coresponding stone (thunder,fire,water) but to get Umbreon, Eevee must be happy enough and evolve at night. To get Espeon, eevee must be happy enough and evolve during the day, so in a way I guess you can choose which Pokemon for it to be.

Yes you need a fire stone for vulpix to evolve into ninetails.
To evolve eevee into the following you need the following stones:
Jolteon-thunder stone
Flareon- fire stone
Vaporeon- water stone
Espeon- make happy during the day
Umbreon- make happy during the night
