You have to get the machine part back to the power plant when you fight the team rocket member after mistys gym and on the bridge. Then once youve given it back then go to bills grandfathers house and she should be there.
Once you get to cinnabar island surf right and there will be the seafoam islands. He is in the right 1 I think

Misty is where bills house was in r/b/y versions and blain is in the seafom islands.

Misty- Check Cerulean Cape, you'll see her, and she'll go back to the gym.

Blaine- He's in the Seafoam Islands.

To bring Misty in, simply go to the Cape once you've restored the Power Plant generator and intrude on her date. Blaine is on the Seafoam Islands now.
