How to reach the fourth gym in Pokemon gold

If you mean the fourth gym in the Johto Region:
You will have to move the "tree" that is blocking your way on Route 36. To do this you will need the Squirt bottle from Gym Leader Witney's sister in Goldenrod City. After squirting water on the tree using the bottle, it will reveal that it is actually a Pokemon and attack. After either catching or defeating the Pokemon, It will be gone.
You can then advance on to Ecruteak City, home of the fourth Gym.
If you mean the fourth Gym in the Kanto Region:
You will need to advance to Celadon City. It is West of Saffron City. The Gym is located in the Southwestern part of the city, however you will need to cut the tree on the Southeastern part of the city and follow the maze to get to it.
