Okay I have two questions.
 
 1.What does focus energy do.
 2.Does splash actually do anything.

ANSWERS

Focus Energy makes your Pokemon's critical hit ratio go up, and splash does absolutly nothing. Why didnt you just look at your Pokemon's stats, then go to his/her's moves, press A and it will give you discription of the move.

1.I think it raises the attack stats during the battle,I'm not sure because this is the type of move I get rid of.

2.No it is completely useless.

1. Focus Energy makes it easier for your attack to be a critical hit next turn. Your better off without it.
2. Splash does absolutely nothing.

Focus Energy increases the critical hit ratio, and Splash won't do anything at all (except in Contests in Ruby and Sapphire, where it works well if performed last).

1. Focus Energy will raise the ratio at which your attacks will strike with a Critical Hit. It is rather useless, if you ask me, unless you combine it with Karate Chop, which has a high Critical Hit ratio on its own.

2. Hah! It does nothing at all, really. That just goes to say how utterly pathetic Magikarp is...

Focus energy is a combo for focus punch, and splash is a one hit KO if you use it 20 times straight.
