How do you get misty to return to the gym? I have all the other badges. I cant get the last badge.

Go to the Power Plant on Route 10 and talk to the Power Plant manager. He will go into a rant about how some guy stole a part of his generator and all of the power to Johto and Kanto has been cut. As soon as you leave, the security guard will receive a call and ask you to recover the Machine Part.

Go to Cerulean City and enter the gym; a Rocket Grunt will come rushing out. Then, talk to some of the pedestrians; they will talk about the shady guy and say that he was bound for the cape.

Proceed to Route 24 and you will come across a foreign Rocket Grunt; he will challenge you to battle. Defeat him and he will tell you the location of the Machine Part. It's in the Cerulean Gym, in the square cesspool in the centre of the atrium, but you ill need to press A whilst surfing. You will pick it up if you face the top-right block.

Go back to the Power Plant and give the part to the manager; he will give you TM07 (Zap Cannon).

Return to Cerulean Cape until you come to Bill's cottage; you will see Misty and her date there. The date will spot you and run in embarassment, and Misty will scold you for crashing the date. After that, she will appear at her place in the Gym — but so will the gym trainers as well.

Talk to the angry dude in the Power Plant: someone stole a generator part.

After checking with him, return to Misty's gym and fish with any rod in the square in the middle of the room.

I found it difficult to do, but eventually you will find the generator part.

It seems to me a Team Rocket member tells you where it is somewhere in the game...
