In Pokemon Gold I think you get it in Ecruteak City. Go to the building and battle the Eevee trainers. Once you win the guy there who is in charge should give you the HM Surf.

You get it after talking to the man in the house with the 5 kimono girls in Ecruteak City.
You need to beat the Gym leader before you can use this HM outside of battle.
