First go to Cianwood City. Then beat the gym leader, whose name is Chuck.
After beating Chuck, go outside the gym and talk to a woman by the gym.
She should be Chuck's wife and if she is she'll give you the Fly HM.
After beating Chuck in Cianwood, talk to his wife outside.
She'll give you the Fly HM.
After you beat Chuck, his wife outside the gym will give fly to you.
P.s. Once I remember the city for the gym I'll tell you.
