1. Fix the Power Plant in Kanto.
2. Get Radio Card from man in Radio Tower in Lavender.
3. Go to Vermilion and use radio Pokeflute on Snorlax.
4. Go through the cave and use cut on the bush.
5. Go south and you should reach Viridian.
6. Go south again and you'll be in Pallet.
You need a staravia. And teach it fly!!
