I need the silver surfer to complete game. Then I would hope that It opens my achievements. I have played some, but some will not even though they say unlocked

You need to meet with him three times, and complete a race, an escort mission, and you have to find a thief who stole a piece of his surfboard.
The first time you find him on the northern edge of the Helicarrier and you race him with a flying character. The second time, he is in the Baxter Building marked by the Fantastic 4 Logo on the map - follow him and escort him to the restaurant. Finally the third he is found by the car garage in east Harlem. Follow the red studs to the thief, get the board piece back and give it to him and you unlock him.
