You have to build the Pet store to buy dogs and cats. The pet store is located between The Salon and the Promotions stores on the south side of the Park. They are pricey so save your LP. Do a lot of Competitions at the Competition Center to get extra LP points to buy them with if you have built the competition center and The Community Center where you practice hobbies. If you haven't built those I would put those buildings next on my list of stuff to do.
