You will be fascinated to learn that I actually asked that question of the EA team at the last E3 I covered and this is what they said:
It is not as simple as porting the games over to the Xbox or another platform. They are very complex games and they require a mouse and keyboard to be played because that is how they were created. Making them playable on console, using a game pad requires massive reworking of the game that amounts to making an all new game.
Because the teams that work on the games are PC specific teams, and creating the game on console requires that an entirely new team with different skills be assembled, the games have so far been created using the base games in some of the series.
There are plans to have more games in the series on console, but they will never be including ALL of the games or all of the expansions, as it just is not practical.
