Fire meter is full when I have less then when I started!

Fire meter is full when I have less then when I started!
I moved into a large lot and adjusted the property so that the fire meter is on yellow/orange, but after a few hours of game play it keeps saying it's full and forces me to remove things.
Now I've deleted every single gem, stone, scrap, book, useless furniture that I had and it's still red (even though I now have less then when I fist moved in).
Why is this?
How can I fix it?
