How do I age a neighbour using birthday cake?

Im trying to complete the childhood sweethearts task.. I know they have to be best friends as children.. And form a romantic relationship as teens.. But how do I age the child that doesnt live in my house?
I've tried using an adopted child on a birth child but that doesnt work.. So I know it must have to be someone from the town..
I can age my child to teen.. But the other best friend stays a child and I can't throw them a party?

You can't do that. The neighbors are NPC controlled, and there is nothing you can do to alter their stats.
