Basically, you have to go to Options, and then edit town, and move all of the Sims living in the home you want to buy into one you don't want, and it will either immedietly go up for sale, or, if it doesn't, then go on edit town, click on the empty house, and you can move in there.
I haven't been on the Sims 3 for months, as my computer hasn't got enough memory to download the update, so if this doesn't work, very sorry ^_^
(It should do though)
