Whenever my sim tries to make-out with his girlfriend she refuses!! Why??? I really need him to get married soon!!!

Well this is a solution, go to his lifetime happieness and purchase the 'master romancer' when you get it no sim can reject you or refuse.

Sometimes it won't work because she's not attracted to him. Is she a part of the household? Maybe you could get her to make out with him. Also, when you made the family, did make sure you linked them as in a relationship?
Anyway, some sims don't like making out too, so try something else like 'Embrace' or 'Hold Hands' to develop the relation further and get new options to propose or try for baby.

Try flirting with and hugging the girlfriend and then kiss and embrace her, slowly working towards making out.
