Finding the Thieves Guild?
The area to look is The Imperial Waterfront. The place where the buyable house is. Alot of the people in that area are part of the Thieves Guild. Give money to all the beggars nearby. Then around midnight show up and start talking to people there.
Or just get sent to jail. Someone will talk to you and a quest will pop up.
