I know what boots you are talking about but I can help you raise your level acrobatics realy fast all you have to do is go to anvil docks and go by the docks till you get to a house named the fo'c's'le go in it there head though the house till you get to the fo'c's'le private room go in ther and head straight till you reach the stairs then go down the stairs and you will see a table there you will see some crates in the corner near the stairs there jump on it then all you have to do is jump allot and youracrobatics skill will go up fast but you have to have patients I took three days and now a have 100 skill o and if you get stuck in there all you have to do is press a on the chair and your character will sit down and you will get out of the crates

There is no requirement of lv. For the boots, but they boost your acrobatics by 40 points

You don't have to be a high enough level in acrobatics to keep them. But if your Acrobatics level is high enough when you do the final thieves guild mission they won't break and you can keep them.
