You get it from a deadric shrine, nocturnal, located north of leyawin on the right path, you need to be lv. 10 and it requires no offering, then all you have to do is recover it's stolen eye

A little northeast of Leyawiin is Nocturnal's Shrine. Offer what they tell you to give and she'll tell you to find the thieves in Leyawiin who stole her eye(I think they're Khajits}. Once you find them eavesdrop on their conversation and they'll reveal where the eye is. Once you're done getting the eye you'll get the Skeleton Key.

You start this quest at the shrine of nocturnal which is north of Leyawiin and east on the other side of the river of water's edge. For this mission you need to recover the eye of nocturnal which was stolen by Weebam-Na, an argonian. He and his partner, Bejeen, live in a house in Leyawiin. When you talk to them about the eye they will say nothiing even if your disposition is maxed. You need to eavsdrop on them and remain undetected, they mention the eye is hidden in tidewater cave which is south east of Leyawiin. The cave conatains a few trolls and wolves, nothing an adventurer can't handle. Grab the eye which is hidden underwater and return it to nocturnal to reap your reward, the Skeleton Key.
