Ok I don't have my xbox 360 now but I was wondering if anyone could tell me if this works. Could I make a spell with frost, fire, and shork damage on touch and then enchant one of my weapons to use that exact spell?!?!

You would need to make your own spells from the Enchanting Alter in the Mages Guild Observatory, and you could put that spell on the weapon

Enchanting alters in the arcane university can do that but only to limited magnitude

Yes, but you can also enchant your weapon with a number of single effect spells.
