Almost every restoration trainer is in a chapel in a city. I know of one in bruma,cirroc,a redguard who plays a role in the fighters guild mission "stone of st. Alessia". The master trainer however is in the chapel in kvatch. You have to close the gate at kvatch and defeat the enemys outside the chapel toget her out(main quest line), she then will train you at the camp outside.
