Been quite some time since I've played this game but I'm pretty sure the only way to go about obtaining an airplane is to buy a hanger near the airport. Once that is done a plane will appear inside of the hanger for the player to use. I've never had any luck when it comes to stealing any that are currently in use but it may be possible.

Just buy the airport hanger crib and steal a plane from the terminals, mostly you find :snipes 57, wolverines, a cesna, and a tri-plane

Gotta play campaign till airport becomes open. Then you will get your own aircraft hanger and a plane with a few around to play with. The planes actually suck to fly, the helicopters r way better.
