You have to play The Ballad of Gay Tony there is a phone number to enter to get the tank and also to restore the tanks health only while playing as Louis can you use the tank in game you cannot park it in front of Nikos house and it's fine in regular GTA IV mode it will only be available under The Ballad of Gay Tony but with that said if you park it in front of Louis's place has any one of them you can leave the game come back and your tank will be in it's parking spot
