The PC version of this game may feature a car mod for the Nissan Skyline, but there is no way to get a car to look like a Nissan Skyline in GTA 4 on the 360.

You cannot, unless you're on the PC and using hacks/modifications. Xbox 360 and PS versions cannot have this.
