Its south between the second and the third island. Its a small island that can't be reached by car.

Its on happiness island. Take a helecopter in between alderny and algonquin. Can't miss it.

It's on happiness island, as nicko said. You do have to take a helicopter though, with can suck.

And yes about the heart is best if you have a helecopter and a rocket launcher.
As you are looking at the statue it's standing on a structure, just below the feet there is 4 sets of doors and a walk path built up around it, with the helecoptor try and get as close as you can to the feet and jump out and land were the top set of doors are. ( beware if you miss it and fall to your death you will end up at the hospitail and you will lose $10.000 )
If you do make it up there go to the back of the statue were there is a door which you just walk throughand there are a set of ladders, climb up them and when you get to the top you will see a beating heart chained up.
DON'T SHOOT IT ! ! ! !
Cause all your doing is waisting bullets now with your rocket launcher look at the very top of the heart and were the white pipes are shoot at the top, don't shoot where the pipse are leading out from the heart shoot at the other end and that is were you kill a " FLYING RAT"

The Statue of Happiness is located on Happiness Island. Look out off the coast as it can only be reached via boat, swimming or helo.
