The only store you can buy the smart clothes from would be Perseus. Modo has average clothes, and Russian is the cheap tacky stuff.
I always go around in suit and tie, on stats it gives you the 'Smart, Classy' look.

Perseus is the place to be if you want classy stuff!
And for some weird reason I always walk around in the garbage man suit I get from the mission to collect the diamonds..

Go to purseus to buy the suit, shoes, pants. But for some missions you will have to go to the certain clothes store that they mention
