Question for Divinity 2: Ego Draconis

Can anyone tell me why I can't fly, swim or walk to alot of the places in the fjords that I want to get to. Bunkers on the cliffs, two seed locations, the harbor, etc... Do I have to do things in a specific order here?

Do I have to do things in a specific order here?

Yes, you do. Firstly, you can only get rid of the boundaries once you have the power to become a Dragon. Secondly, you will need to remove these boundaries. To do this, see How do I shut down anti-dragon zones in Orobas Fjords? a previous question asked on this site.
