First let me say - I like you! You are a gamer who is complaining about a feature that you feel gives away too much too early of something you (rightly) feel should be earned, and that is cool.

Now for the bad news: In offline-multiplayer, every gun and attachment is unlocked for you automatically. In other words, that is working as intended. It is NOT a bug. You can therefore play with your mates using the split-screen system and the Pick-17 system to use pretty much whatever load-out you want. That means you get to fully customize the classes using every weapon in a combination of 17 items at once.

The reason for that is that Call of Duty: Black Ops II uses a “Pick-10” system for online multi-player game play - which means that all the guns, attachments, perks, grenades, and wildcards that you have unlocked can be picked in any combination of 10 to use at one time.

There is a reason that they did it this way. Like it or not it keeps the online playing field well balanced.

By the way you asked this question in the Black Ops Q&A Area - not Black Ops II.
